เมื่อวันที่ 22 ส.ค.68 แถลงการณ์ ศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ กรณี ปรากฏหลักฐานการวางทุ่นระเบิดสังหารบุคคลของฝ่ายกัมพูชาในโทรศัพท์ที่ถูกพบในพื้นที่ภูมะเขือ จังหวัดศรีสะเกษ

จากกรณีที่ปรากฏข่าวสาร โดยสื่อมวลชนทุกแขนงนำเสนอภาพนิ่งและภาพเคลื่อนไหว ทหารกัมพูชากำลังวางทุ่นระเบิดสังหารบุคคลชนิด PMN-2ซึ่งหลักฐานดังกล่าวปรากฏอยู่ในโทรศัพท์ที่ถูกพบระหว่างการปฏิบัติงานของหน่วยปฏิบัติการทุ่นระเบิดด้านมนุษยธรรมที่ ๒ ศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ
ศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ ขอประณามการกระทำดังกล่าวของฝ่ายกัมพูชาว่านอกจากจะเป็นการแสดงให้เห็นถึงเจตนาจงใจละเมิดพันธกรณีในอนุสัญญาออตตาวาแล้วยังส่งผลกระทบต่อเจ้าหน้าที่และประชาชนผู้บริสุทธิ์ โดยเจตนาให้เกิดการบาดเจ็บและพิการ ไม่สามารถใช้ชีวิตได้ตามปกติ ผิดหลักจารีตสงครามและละเมิดหลักกฎหมายมนุษยธรรมระหว่างประเทศ อีกทั้งยังเป็นการแสดงออกถึงความไม่จริงใจในการร่วมกันแก้ไขปัญหา ข้อขัดแย้งที่เกิดขึ้น ในขณะนี้ ซึ่งศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ มุ่งหวังว่าเหตุการณ์ดังกล่าวจะเป็นบทพิสูจน์ที่ชัดเจนปรากฏต่อสายตาประชาคมโลก ถึงเจตนาของฝ่ายกัมพูชาที่มุ่งขัดขวางกระบวนการที่จะนำไปสู่แนวทางแห่งการสร้างสันติภาพในภูมิภาค และนำไปสู่การกำหนดมาตรการตอบโต้ต่อกัมพูชาในอนาคตต่อไป

Evidence of Cambodian Forces Planting Anti-Personnel Mines Found on a Mobile Phone in the Area of Phu Makua, Sisaket Province
The Thailand Mine Action Center has acknowledged the recent media reports, including photographs and video footage, indicating Cambodian soldiers planting PMN-2 anti-personnel mines. This evidence was obtained from a mobile phone discovered during the operations of Humanitarian Mine Action Unit 2.
The Thailand Mine Action Center strongly condemns such actions by the Cambodian side which constitute a deliberate breach of Cambodia’s obligations under the Ottawa Convention and pose grave threats to humanitarian personnel and innocent civilians. The Cambodian acts are intended to cause injury, permanent disability, and long-term suffering. These acts violate the laws and customs of war, contravene international humanitarian law, and demonstrate a lack of genuine commitment to resolving ongoing disputes in good faith.
The Thailand Mine Action Centerexpresses its expectation that this incident will serve as clear and undeniable evidence to the international community of Cambodia’s intent to obstruct efforts toward peace and stability in the region. This development must also be taken into account for future measures in response to Cambodia’s actions
