เมื่อวันที่ 18 สิงหาคม 2568 กระทรวงการต่างประเทศได้ร่วมกับสภากาชาดไทยจัดปาฐกถา “สมเด็จเจ้าฟ้ามหาจักรีสิรินธร” เกี่ยวกับกฎหมายมนุษยธรรมระหว่างประเทศ ครั้งที่ 11 ณ วิเทศสโมสร โดยสมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เสด็จพระราชดำเนินไปทรงฟังปาฐกถาฯ ที่ทรงพระกรุณาโปรดเกล้าฯ เสด็จพระราชดำเนิน ในทุกครั้งตั้งแต่การจัดงานครั้งแรกเมื่อปี 2546
การจัดงานในปีนี้ได้รับเกียรติจากนางมีรยานา สปอลยาริช เอ็กเกอร์ ประธานคณะกรรมการกาชาดระหว่างประเทศ (International Committee of the Red Cross: ICRC) เป็นผู้กล่าวปาฐกถาในหัวข้อ “การธำรงไว้ซึ่งความเป็นมนุษย์ในสงครามร่วมสมัย” (Upholding Humanity in Contemporary Warfare) ซึ่งเป็นการถ่ายทอดประสบการณ์และมุมมองต่อความท้าทายด้านมนุษยธรรมในปัจจุบัน โดยเน้นย้ำถึงความจำเป็นเร่งด่วนในการสร้างความตระหนักรู้และการเคารพต่อกฎหมายมนุษยธรรมระหว่างประเทศ ท่ามกลางสถานการณ์การขัดกันทางอาวุธที่ ICRC จำแนกว่าเข้าข่ายเป็นการขัดกันทางอาวุธประมาณ 130 กรณี ซึ่งเป็นจำนวนที่สูงที่สุดในรอบหลายทศวรรษ นางมีรยานาฯ ได้เตือนถึงแนวโน้มการใช้ “ข้อมูลข่าวสารเป็นอาวุธ” (weaponisation of information) และการแพร่หลายของอาวุธชนิดใหม่ โดยเฉพาะระบบอาวุธอัตโนมัติ ซึ่งยิ่งทำให้รัฐต้องนำหลักความรับผิดมาบังคับใช้อย่างเคร่งครัด พร้อมทั้งเรียกร้องให้ทุกฝ่ายธำรงไว้ซึ่งหลักขั้นพื้นฐานของความเป็นมนุษย์ในยามสงครามและเคารพระเบียบโลกที่ตั้งอยู่บนหลักนิติธรรม
นายมาริษ เสงี่ยมพงษ์ รัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้กล่าวรายงานต่อสมเด็จพระกนิษฐาธิราชเจ้าฯ ใจความสำคัญว่า การจัดปาฐกถาฯ ครั้งนี้สะท้อนถึงความมุ่งมั่นร่วมของไทยในการธำรงไว้ซึ่งหลักกฎหมายมนุษยธรรมระหว่างประเทศ แม้ในห้วงเวลาที่ความขัดกันทางอาวุธรุนแรงที่สุด พร้อมย้ำถึง “มรดก” 150 ปี ของกระทรวงฯ ที่ยืนหยัดเลือกหนทางแห่งการเจรจา เพื่อแปรความตึงเครียดให้เป็นความเข้าใจและเปลี่ยนความเป็นปฏิปักษ์ให้เป็นความร่วมมือ เพราะความสงบสุขอันยั่งยืน นั้น มิได้สร้างในสนามรบ หากแต่เกิดขึ้นบนโต๊ะเจรจา และการทูตจะพิสูจน์คุณค่าได้ก็ต่อเมื่อสามารถขจัดความจำเป็นในการใช้อาวุธออกไปได้
การจัดปาฐกถาครั้งที่ 11 นี้ มีผู้เข้าร่วมกว่า 300 คน จากหน่วยงานภาครัฐ คณะทูตานุทูต องค์การระหว่างประเทศ ภาควิชาการ ภาคเอกชน และสื่อมวลชน ภายในงาน มีการจัดแสดงนิทรรศการจากกระทรวงการต่างประเทศ สภากาชาดไทย และ ICRC เพื่อให้ความรู้แก่สาธารณชนเกี่ยวกับหลักกฎหมายมนุษยธรรมระหว่างประเทศและการดำเนินงานด้านมนุษยธรรม ซึ่งได้รับความสนใจจากผู้ร่วมงานเป็นอย่างมาก ทั้งนี้ การจัดปาฐกถาฯ ในครั้งนี้ถือเป็นการดำเนินการตาม 1 ใน 8 คำมั่นของไทยที่ประกาศไว้ในการประชุมกาชาดและเสี้ยววงเดือนแดงระหว่างประเทศ ครั้งที่ 34 ณ นครเจนีวา เมื่อเดือนตุลาคม 2567 ในการส่งเสริมและเผยแพร่การยกย่องและการเคารพกฎหมายมนุษยธรรมระหว่างประเทศอย่างกว้างขวาง อันเป็นการตอกย้ำบทบาทของไทยในเวทีด้านมนุษยธรรมทั้งในประเทศและนานาชาติ

On 18 August 2025, the Ministry of Foreign Affairs together with Thai Red Cross Society organised the 11th Princess Maha Chakri Sirindhorn Lecture on International Humanitarian Law at Vithes Samosorn. Her Royal Highness Princess Maha Chakri Sirindhorn has graciously attended the Lecture since its inception in 2003.
This year’s Lecture was honoured by the presence of Ms. Mirjana Spoljaric Egger, President of the International Committee of the Red Cross (ICRC), who delivered a lecture on “Upholding Humanity in Contemporary Warfare.” She shared her experiences and perspectives on current humanitarian challenges, emphasising the urgent need to raise awareness of and ensure respect for international humanitarian law, amid a global landscape in which the ICRC has identified approximately 130 armed conflicts, the highest number in decades. Ms. Spoljaric warned of the growing trend of the “weaponisation of information” and the proliferation of new types of weapons, particularly autonomous weapon systems, which she stressed should compel States to preserve accountability with the utmost rigour. She also called on all parties to uphold the fundamental principles of humanity in times of war and to respect the rules-based international order grounded in the rule of law.
H.E. Mr. Maris Sangiampongsa, Minister of Foreign Affairs, in his report to Her Royal Highness, underlined that this year’s Lecture reflects Thailand’s collective commitment: that even in the gravest moments of armed conflict, international humanitarian law must be upheld. He also highlighted the Ministry’s 150-year legacy of choosing the path of negotiation to turn tension into understanding and transform hostility into cooperation—for lasting peace is not built on the battlefield, but at the negotiating table, and diplomacy proves its worth when it removes the need for arms.
The 11th Lecture was attended by over 300 participants from government agencies, the diplomatic corps, international organisations, academia, the private sector, and the media. The event also featured exhibitions by the Ministry of Foreign Affairs, the Thai Red Cross Society, and the ICRC, providing the public with insights into the principles of international humanitarian law and humanitarian operations, which drew considerable interest from attendees. This year’s Lecture was part of Thailand’s implementation of one of the eight pledges announced at the 34th International Conference of the Red Cross and Red Crescent, held in Geneva in October 2024, to promote and widely disseminate the recognition and respect for international humanitarian law. It reaffirms Thailand’s humanitarian role both at national and international levels.
