ิวันที่ 2 ม.ค.68 ศูนย์แถลงข่าวร่วมสถานการณ์ชายแดนไทย - กัมพูชา ขอชี้แจงกรณีรายงานข่าวของสื่อมวลชนต่างประเทศบางสำนัก ที่ระบุว่าประเทศไทยใช้กำลัง “ยึดดินแดน”ของกัมพูชา และห้ามชาวกัมพูชา “กลับบ้านพัก” ซึ่งถ้อยคำดังกล่าว ไม่สอดคล้องกับข้อเท็จจริงและสถานะทางกฎหมายของพื้นที่
ประเทศไทยขอยืนยันว่า การปฏิบัติของฝ่ายไทย เกิดขึ้นภายในอาณาเขต
ของประเทศไทย และ/หรือในพื้นที่ใกล้บริเวณที่มีข้ออ้างสิทธิทับซ้อน ซึ่งยังอยู่ระหว่างกระบวนการตามกลไกทวิภาคีและกฎหมายระหว่างประเทศ แต่มิใช่การรุกราน หรือการยึดครองดินแดนของรัฐอื่น
การดำเนินการของไทยมีวัตถุประสงค์หลักเพื่อ
• คุ้มครองความปลอดภัยของประชาชนในพื้นที่
• ป้องกันการละเมิดอธิปไตยและบูรณภาพแห่งดินแดน
• ควบคุมสถานการณ์และลดระดับความตึงเครียด เพื่อไม่ให้ความขัดแย้งขยายตัว
ประเทศไทยยึดมั่นในกฎบัตรสหประชาชาติ หลักกฎหมายระหว่างประเทศ และหลักการใช้กำลังเท่าที่จำเป็นและได้สัดส่วน พร้อมยืนยันการใช้สันติวิธี การเจรจาและความร่วมมือกับทุกฝ่ายที่เกี่ยวข้อง เพื่อมุ่งสู่การแก้ไขปัญหาอย่างสันติและยั่งยืน
ศูนย์แถลงข่าวร่วมสถานการณ์ชายแดนไทย - กัมพูชา ให้ความสำคัญต่อบทบาทของสื่อมวลชน และขอความร่วมมือในการนำเสนอข่าวสารอย่างรอบด้าน ถูกต้อง และใช้ถ้อยคำที่สะท้อนสถานะทางกฎหมายของพื้นที่อย่างเหมาะสม เพื่อหลีกเลี่ยง

Clarification Regarding a Recent Foreign Media Report

The Joint Press Center on the Thailand–Cambodia Border Situation wishes
to clarify recent a foreign media report which described Thailand’s actions as the use of force to “seize territories” from Cambodia and preventing Cambodian nationals from “returning to their homes”. Such wording does not accurately reflect the facts or
the applicable legal context.
Thailand reaffirms that all actions undertaken by the Thai authorities have occurred within Thailand’s sovereign territory and/or in areas close to where claims overlap and remain legally disputed, pending resolution through bilateral mechanisms and international law. These actions do not constitute aggression or occupation of another state’s territory.
Thailand’s measures have been guided by the following objectives:
• Protection of civilian safety
• Defence of sovereignty and territorial integrity
• De-escalation of tensions and prevention of further escalation
Thailand remains firmly committed to the Charter of the United Nations, international law, and the principles of necessity and proportionality. Thailand continues to prioritise peaceful means, dialogue, and cooperation with all relevant parties to achieve a sustainable and peaceful outcome.
