สหรัฐอเมริกาและประเทศไทยได้ลงนามในบันทึกความเข้าใจ (MOU) เพื่อเสริมสร้างความร่วมมือด้านห่วงโซ่อุปทานแร่สำคัญ ส่งเสริมการลงทุนเพื่อขับเคลื่อนการสร้างมูลค่าเพิ่มภายในประเทศและอุตสาหกรรมการแปรรูปของไทย ตลอดจนเพิ่มความเข้มแข็งและมั่นคงให้กับห่วงโซ่อุปทานแร่สำคัญและแร่หายากในสหรัฐฯ และไทย MOU นี้ไม่ได้มุ่งหมายให้มีผลผูกพันตามกฎหมายระหว่างประเทศหรือกฎหมายในประเทศ และไม่กระทบข้อตกลงที่มีอยู่แล้วระหว่างสหรัฐฯ และไทย อีกทั้งไม่มีผลต่ออำนาจอธิปไตยของแต่ละประเทศในการบริหารจัดการทรัพยากรธรรมชาติของตน แต่เป็นการต่อยอดและขยายความร่วมมือที่มีอยู่แล้วระหว่างเราทั้งสองประเทศ
ภายใต้ MOU นี้ สหรัฐฯ และไทยจะสามารถแลกเปลี่ยนความรู้และความเชี่ยวชาญทางเทคนิคเกี่ยวกับแนวปฏิบัติที่เป็นเลิศระดับสากล เพื่อเพิ่มความสามารถในการแข่งขันให้กับภาคส่วนแร่สำคัญของไทย อีกทั้งช่วยไทยวิเคราะห์ขอบเขตของฐานทรัพยากรแร่สำคัญ ความร่วมมือระหว่างเราจะช่วยสร้างห่วงโซ่อุปทานแร่สำคัญที่มั่นคง ยืดหยุ่น และมีความรับผิดชอบ
MOU นี้ต่อยอดจากพันธมิตรสหรัฐฯ-ไทย รวมถึงความเชื่อมโยงที่แน่นแฟ้นทางการค้า การลงทุน และการพาณิชย์ระหว่างทั้งสองประเทศ ทำให้ทั้งสองฝ่ายสามารถแลกเปลี่ยนข้อมูลโครงการที่เกี่ยวกับแร่สำคัญ ร่วมกันสำรวจโอกาสทางการค้าเพิ่มเติม และแสวงหาช่องทางความร่วมมือใหม่ ๆ
Decoding the Critical Minerals MOU: Why U.S.-Thailand Cooperation on Critical Minerals Matters
The United States and Thailand have signed a Memorandum of Understanding to strengthen cooperation on critical minerals supply chains; encourage investment that supports Thailand’s domestic value addition and processing industries; and improve the strength and security of critical minerals and rare earths supply chains in the United States and Thailand. The MOU is not intended to be legally binding under international or domestic law and does not affect any existing agreements between the United States and Thailand, or each country’s sovereign control of its own natural resources. Rather, the MOU builds and expands on already-existing cooperation between the two countries.
Through the MOU, the United States and Thailand can share knowledge and technical expertise on international best practices to increase the competitiveness of Thailand’s critical minerals sector and assist Thailand in analyzing the extent of its critical mineral resource base. Our cooperation will help us build secure, resilient, and responsible critical minerals supply chains.
The MOU builds on the U.S.-Thai alliance and the strong trade, investment, and commercial linkages between both countries, enabling both sides to share information with one another on critical minerals projects, jointly explore further commercial opportunities, and seek new avenues of cooperation.
